You have never tried an e-cigarette, not even once, or you tried it in the past but not in the last 30 days. To determine if you could be a potential e-cigarette user, you will be asked questions about your curiosity or interest in using tobacco products. Only those who answer anything besides "no curiosity/interest" to all three questions will be considered potential users.
