Study Summary
This trial will assess whether a teleconsult platform can help community hospital providers give therapeutic hypothermia to infants born with encephalopathy sooner, and whether providers will be satisfied with the platform.

- Infants who are at a high or moderate risk will be included.Babies who had a low umbilical cord pH, low APGAR score, needed resuscitation, had abnormal exams, or had seizures within 6 hours of birth will not be included.Babies with certain signs of distress at birth will not be included. This includes low umbilical cord pH, low APGAR score, or other problems during or after birth.Babies will be less than 6 hours old when they are seen by the doctor.
- Group 1: Telemedicine
- No Placebo-Only Group - All patients enrolled in this study will receive some form of active treatment.
- Screening: It may take up to 3 Weeks to process to see if you qualify in this trial.
- Treatment: The duration you will receive the treatment varies.
- Follow Ups: You may be asked to continue sharing information regarding the trial for 6 Months after you stop receiving the treatment.
