What outcomes is this clinical experiment designed to manifest?

"The main measure of success for this clinical trial, taking place over a 6-month period and limited to the Autism ALERT + Screening arm is the time taken from an EI/ECSE referral to ASD treatment. Secondary objectives are monthly service hours among children with ASD six months following enrollment (as determined by Oregon EI/ECSE database data), percentage of those diagnosed with ASD who receive therapy six months after enrolment (determined via Medicaid claims info) and finally, time between EI/ECSE referral and evaluation (according again to Oregon EI/ECSE database information)."
